The planning system exists to ensure that places are developed or protected in the public interest, providing checks and balances on the private sector as well as ensuring that necessary infrastructure and public services are delivered where they are needed. The guide, produced by CPRE and NALC, presents technical information simply to help make understanding the planning system in England accessible to everyone.
